I’m being advised by the local building controller and fire safety officers that I need to provide evidence of Certification for the fire doorset as a whole, and not just for individual hardware items. Is this correct?
Yes it is. The hardware product can’t be fire resistant by its own. It can be suitable for use on fire resistant door, if the hardware product get a fire evidence (such as a fire test report to EN1634-1 or EN1634-2). But, for being mounted in another fire resistant doorset, a formal assessment from the fire testing laboratory will be mandatory, using the EXAPS or further fire tests.
